The Federal Communications Commission (FCC) oversees the integrity of 911 services. It requires service providers to report network outages to both the FCC and 911 call centers. On November 17, 2022 the FCC adopted new rules to promote public safety as well as standardize the type of information conveyed in the notifications, in order to ensure that the information reported is "clear and actionable, regardless of where in the call processing network an outage occurs." The FCC has been increasingly aggressive in enforcement of its rules governing 911, and has fined carriers upwards of $20 million EACH for infractions in the last four years.
